Feasibility Stage Support

Fire safety issues are easier to resolve before a site is chosen or a scheme takes shape. During RIBA Stage 1, we identify fire safety opportunities and constraints early on in the development process. 

Our feasibility stage fire strategy reports help confirm a site’s suitability for development, giving you the information you need before committing to a scheme. 

You’ll receive a feasibility stage fire strategy report, setting out key fire safety considerations and any constraints to factor into your site or scheme decisions. 

London Plan (GLA) Fire Statement

Required for major development proposals in Greater London, a GLA Fire Statement sets out a scheme’s fire safety goals, performance criteria and strategy.

We prepare fire statements that align with the Greater London Authority’s policies, covering occupant safety, property protection and firefighting access.

You’ll receive a Fire Statement report suitable for submission alongside your planning application, addressing the requirements set out in Policy D5 and D12.

Gateway 1 Fire Statement

Planning Gateway 1 applies to higher risk buildings (HRBs), requiring fire safety to be considered before a scheme progresses to detailed design.

We prepare Gateway 1 Fire Statements for planning applications across England and Wales, addressing land use planning considerations and offering guidance on potential safety issues.

You’ll receive a Gateway 1 Fire Statement, prepared to satisfy the Building Safety Regulator’s requirements at the planning application stage.

Fire Statements

Where a development requires evidence of its fire safety approach at the planning stage, our Fire Statements provide a clear overview of the key fire safety principles embedded within the design.

For developments where a GLA or Gateway 1 Fire Statement is not required, they help address fire safety considerations early, reducing the risk of delays during the planning process.

The result is a concise, planning-ready document that supports the application and demonstrates a robust approach to fire safety.

Our FAQs

Here are some of the most common questions we’re asked about fire safety and engineering.

Does my project need a Fire Statement?

If your scheme is a higher risk building (HRB), you’ll likely need a Gateway One Fire Statement. If you’re developing in Greater London, London Plan Policy D12 may also require a Fire Statement regardless of building category. We can advise which requirements apply, including requirement outside of GLA and Gateway 1.

When should I involve a fire engineer?

The earlier on in your project, the better it is for a fire engineer to get involved. Fire safety considerations identified during feasibility can be far more straightforward, and less costly, to address than those raised after a scheme has been designed in detail.

Does a Fire Statement replace a full fire strategy?

No. A Fire Statement supports your planning application by demonstrating that fire safety has been considered. A detailed fire strategy is typically developed as the project moves into design and construction stages.
